Oxford study puts 60% emissions premium on full organic switch — but flock data shows a transition nobody is making

Oxford researchers put the figure at 2.3 million tonnes of CO2 equivalent against 1.4 million for the present production mix. The data behind it was collected in 2009 and 2010.Switching all UK egg production to organic free-range would push the sector's greenhouse gas emissions up 60% and almost double its land use, Oxford researchers said on Tuesday, in a paper built on production data now sixteen years old.A fully organic free-range sector would account for 2,316,000 tonnes of CO2 equivalent a year, against 1,439,000 tCO2e for the current production mix and 1,184,000 tCO2e if every hen were caged. Organic free-range came out worst of the systems modelled on eutrophication potential, acidification and land use, and recorded the highest mortality.The paper, The environmental cost of welfare-driven policy changes in UK egg production, appeared in Royal Society Open Science on 28 July. Oliver Martinic, an independent researcher based in Croatia, is lead author, working with Dr Harriet Bartlett, senior research associate at Oxford's Smith School of Enterprise and the Environment.They modelled shifts towards barn, free-range and organic production while holding total egg output constant, then compared emissions, land occupation, eutrophication potential and terrestrial acidification across each scenario. Mortality and the number of hens needed served as the welfare and efficiency measures.Caged birds convert feed to eggs more efficiently than birds in cage-free systems, so fewer hens and less feed produce the same number of eggs, and feed is the largest single component of the footprint. Organic compounds the effect because organic feed crops yield less per hectare, lifting the land and input requirement per egg again."Being aware of these tricky trade-offs will help us make better decisions," Bartlett said.Martinic said the concerns driving the move out of cages were important ones, but that performance differences between systems could produce outcomes nobody intended. A question-and-answer document issued with the paper states that the authors are not calling for a return to caged farming, and that the task is to build cage-free systems combining welfare standards with better bird performance and lower impact.The data questionThe production data underpinning the modelling was collected in 2009 and 2010, a limitation the authors set out themselves. Martinic said the dataset remains the most comprehensive available for UK laying-hen systems, and that more recent studies tend to cover only a subset of housing types, making direct comparison across all systems difficult. Generating an equivalent modern dataset is hard, the authors add, partly because avian influenza has disrupted data collection and partly because representative barn and organic figures are difficult to obtain.Pesticide toxicity and on-farm biodiversity sit outside the assessment altogether, and Bartlett has conceded organic could come out better on both. Mortality carries the whole welfare argument in the modelling, and the authors call it a meaningful population-level measure that signals underlying health or management problems, while accepting it says nothing about behaviour or a bird's ability to express it.The transition actually under wayBFREPA figures for July 2026 put the organic laying flock at 1.705 million birds out of a UK total of 43 million, a share of 3.97%, and that proportion has barely shifted in five years. It stood at 4.03% in July 2022 and fell to 3.39% in July 2024 before recovering to just under 4%. Organic capacity has grown by 4.4% across the five years, the slowest of any system in the sector.Free-range birds housed rose 29.0% between July 2022 and July 2026, from 26 million to 33.55 million, taking the free-range share from 70.3% to 78.0%. Barn birds housed rose 89.3% to 2.65 million over the same period, with barn capacity more than doubling, up 107.7% to 4.05 million bird places.Birds housed in cages fell 38.3% over the same five years, from 8.1 million to 5 million, taking 3.1 million birds out of the system, while caged capacity fell 30.4% to 7.8 million places. Most of that came recently: caged birds housed dropped 25.4% in the twelve months to July 2026 alone, from 6.7 million. The caged share of birds housed has almost halved, from 21.9% to 11.6%, and cage-free production of all types accounted for 88.4% of birds housed in July 2026 against 78.1% in July 2022.Holding egg output constant, as the study does, a fully organic sector would require the organic flock to expand more than twenty-five fold — and by more again once the lower productivity the study itself identifies is applied.Free-range houses ran at 92.2% occupancy in July 2026 and organic at 90.2%, while barn ran at 65.4% and caged at 64.1%. Spare capacity across the sector amounted to 7.23 million bird places, split between caged housing being taken out of use and barn housing built ahead of demand.ReactionLee Holdstock, head of regulatory and trade affairs at Soil Association Certification, who was not involved in the work, said the study raised trade-offs worth taking seriously but offered an "incomplete picture of environmental impact". A sustainable food system had to account for nature, soil health, water quality, synthetic inputs and animal welfare alongside emissions per unit of output, he said.Gary Ford, head of strategy and producer engagement at BFREPA, said "Our members are delivering a transition out of cages and into free-range and barn, and they are financing it themselves," Ford said. The four system categories sum exactly to the reported UK total in July 2022, 2023, 2024 and 2025; the July 2026 sum is 95,000 birds short of the reported total of 43 million, a 0.22% variance consistent with rounding in the published series.
